Driving in Montenegro

Montenegro’s most distinctive driving roads link the Adriatic coast with a steep, mountainous interior over short distances. Around the Bay of Kotor and Lovćen, roads climb rapidly from sea level through repeated bends and exposed viewpoints, while routes near Lake Skadar cross karst hills, small settlements, and lake-edge landscapes. Farther north, Durmitor National Park is the focus of some of the country’s highest and narrowest paved roads, including the signed Durmitor Ring, which crosses the Sedlo area and overlooks the Tara and Sušica canyons. Other scenic driving areas extend through the Piva region, Bjelasica, Komovi, and toward Prokletije near the Albanian border. Main roads are generally paved, but secondary mountain routes can be narrow, with limited passing space, sharp bends, livestock, rockfall, or variable surfaces. Montenegro’s official panoramic-road network also links several of these landscapes into signed touring routes.

Season & conditions

Coastal and lower-elevation roads are generally usable year-round, although heavy rain can bring rockfall, flooding, or temporary disruption. Snow and ice are significant in the northern mountains, and winter-tyre requirements apply under prescribed winter conditions and on designated roads. High routes can remain inaccessible well into spring: the Durmitor Ring, including the Sedlo section, is normally closed by snow in winter and may not become fully passable until late spring. Always check current road conditions before using high mountain routes.

Tolls & access

Montenegro does not use a nationwide motorway vignette for passenger cars. Tolls are charged on specific infrastructure, notably the operational Smokovac–Mateševo section of the Bar–Boljare motorway and the Sozina Tunnel on the main connection between the Podgorica/Lake Skadar area and the southern coast. Charges depend on vehicle category, and electronic toll collection is available. Most ordinary scenic, coastal, and mountain roads have no separate road toll, although parking or national-park entry fees may apply independently.
